Welcome to Capitol Commission Virginia.

We are excited to be working with the greatest Leader the world has ever known, Jesus Christ, and fulfilling His Commissions for His Church stated in Matthew 28:18-20, Acts 1:8, and Acts 9:15 with the crescendo of His Commissions seen in 1 Timothy 2:1-4.

Because of His four-fold command, the Church began in His Capital of Jerusalem. We thank the Lord for the privilege to serve as an arm of the Church into the Capitol of Virginia.

Our commitment is to pray for and present the Scriptures to the leaders of Virginia that God may do His gracious work in their lives according to I Timothy 2:1-4, “Therefore I exhort, that first of all that supplications, prayers, intercessions and giving of thanks be made for all men, for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence, for this is good and acceptable in the sight of God our Savior who desires all men to be saved and to come to the knowledge of the truth.”

This power-packed passage requires at least 7 major essentials for the Church:

1) The Necessity of Prayer for Leaders in the Church – “for all men, for kings and all who are in authority,”
2) The Clear Commissions of the Church (Paul doubly emphasizes leaders when he passes on His own commission [Acts 9:15] to the Church),
3) The Responsibility of the Church to the Government – “for kings and all who are in authority” (This passage answers the question of what specifically the Church is to do intentionally in its relationship to government leaders),
4) The Leadership Mission of the Church (don’t miss the three-fold emphasis on salvation)– “for all men, for kings and all who are in authority,”
5) The Most Effective Means of the Peace of the Church – “that we may lead a quiet and peaceable life,”
6) The Most Strategic Mode of Evangelism by the Church,
7) The Heart of God and His Passion to Save the Lost through His Church – “for this is good and acceptable in the sight of God our Savior, who will have all men to be saved and come to the knowledge of the truth.” These are the essential truths that we proclaim in churches throughout our state to ignite the passion of the people of God to pray for their leaders.

Please pray for our ministry that we may see Jesus Christ exalted as King of kings in each of the leaders hearts that they may become “epistles of Christ ministered by us, written not with ink, but by the Spirit of the Living God, not on tables of stone, but on tablets of the flesh, that is, of the heart” (2 Corinthians 3:3).

David Andersen

Dr. David J. Andersen was born in a pastor’s home, the sixth of seven children raised in Virginia Beach, VA. After receiving Christ in high school, hungering to know God’s Word and prepare for ministry, he attended Bible college, graduating in 1986. He was ordained while serving with his father as youth pastor. In 1996, he moved to California to attend The Master’s Seminary, graduating in May of 2001.

His greatest joy while there was the gift of his wife, Beloved, Eunjoo, in January of 1999. He then returned to The Master’s Seminary for his Doctor of Ministry degree in Expository Preaching which he received in May of 2018. He has served the legislators as well as our leaders in the executive and Judicial branches in the Virginia Capitol since 2003 and has served as the Chaplain of the Capitol Police since 2018.

David originally considered foreign missions, but when introduced to the vision of serving in a capitol on January 31, 2002, he studied the ministry of the Apostle Paul. In that initial study, he discovered that Paul was strategically commissioned to bear Christ’s name before “Gentiles, kings, and the children of Israel” in Acts 9:15. Then, after discovering that all (but four) cities where Paul chose to minister were capitals in fulfillment of Acts 1:8 & 9:15, and that Paul took his name from the first king he won to Christ (Sergius Paulos), David began to get excited about ministry to government leaders.

He never dreamed that he could be called to a ministry from the Scriptures, but that night/next morning he became fully convinced of a biblical calling through Christ’s commissions, their strategic application in the book of Acts, and especially Paul’s first exhortation and priority for the Church: “I exhort therefore, first of all, that supplications, prayers, intercessions and giving of thanks be made for all men, for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence; for this is good and acceptable in the sight of God our Savior; Who desires all men to be saved, and to come to the knowledge of the truth”. (I Timothy 2:1-4)

David’s calling drove him to biblically research that strategy and that study, Christ’s Kingdom Commission, was published by Leadership Library in 2014, (www.Leadership Library.us) with an additional Study Guide in 2015. The second edition of Christ’s Kingdom Commission was released in March of 2022 and in 2023 was translated into Spanish and Korean.

David embraces the two-fold priority of the Apostles in Acts 6:4, “We will give ourselves to prayer and the ministry of the Word.” Those priorities are applied by a specific emphasis on each: strengthening God’s people in prayer, especially for their leaders, from July to December and ministering the Word to our Virginia leaders in weekly expositional Bible studies from January to June. By 2012 he completed the book of Matthew, presenting the King of Kings to our leaders. Then studying the only prophet who refused to fulfill his commission, Jonah, in 2012-13 he rejoiced in the greatest revival in the history of the world, occurring in an Imperial capital and beginning with a king!

He has finished studying Acts, the Church History book, written from a Medical Doctor to a Governor. The discovery of the evangelism strategy of Christ and its fulfillment in Acts has been a continual joy. He is now studying the book of Daniel, the prophet who excelled in prayer. We especially appreciate your prayers for us and maybe our most neglected people group, our political leaders, though they are presented as our first priority in prayer in 1 Timothy 2:1-4.
